Practically speaking, it takes time to execute such plans across so many different sites, especially in democracies where legal challenges and the importance of due process are valued.
I recall vividly, in 2018 and 2019, Hikvision USA reps assuring me and others that the NDAA and sanctions were just a misunderstanding and that somehow Hikvision was going to resolve them. Now, 6 years later, looking back, it is clear that was the beginning of a major structural change in the market.
