Related to this, in 2020 a China (PRC) stock analyst, Ming Lu, wrote that Hikvision has an innate advantage in Sharp Eyes projects "because Hikvision is a state-owned company" so local government officials feel it is a safe choice with less potential for scrutiny around bribery/corruption:

We believe Hikvision has an advantage in the "Snow Bright" [Sharp Eyes] project because Hikvision is a state-owned company. Government officials prefer state-owned companies despite the public bidding processes because the officials who operate the bidding will not be concerned that the opponents in the same local government will impeach them for accepting bribery. Such impeachment is equivalent to accusing another governmental department of committing a crime.

  1. Concern for U.S. Companies: The largest U.S. security company, Flir Systems (FLIR US), is much smaller than Hikvision and Dahua (Exhibit 3). To make things worse, only FLIR suffered a revenue decline among the top 10 global companies (Exhibit 6).
