How noisy is the pan tilt? Is it smooth and easy to control?

It's extremely quiet. You can hear the motor but even in an office environment it's likely unnoticeable unless you're listening for it and not far from the camera.  

Pan/tilt is smooth. It's not hard to control at least in part because it's fairly slow. With typical speed domes it's pretty easy to overshoot your target when the camer is moving 400° per second. With this camera, at 30°/sec max, not so much.

does this camera auto-track,  in the video it looked like it was following the person walking by

It doesn't auto-track. That was being manually controlled to keep him in frame.

Also keep in mind that there is a 4MP version that is a fixed bullet that is still Pan and Tilt.  Model number:  IPC744SR5-PF40-32G
