Video Verification As A Service?

I’m trying to understand the central station and video verification industry as an opportunity for my business. For starters, these have been great reads for me -- Video Alarm Verification Guide and Remote Video Monitoring Providers Directory. I’ve also skimmed a lot of articles on the site. One thing I didn’t understand was:

Most wholesale video monitoring services are offered by central station monitoring companies, who already have the infrastructure in place to offer monitoring, and who already have relationships with security integrators that sell burglar alarm monitoring services.
