UK Local Government Tender: What Equipment Would You Propose On An Open Manufacturer Tender That Stated This Information?

I thought it would be worthwhile to post an extract from a tender issued by a UK Local Government dept. today.

I've long stated that tenders increasingly have a heavy bias toward price and decreasing bias on quality these days, so (unlike others) I'm posting evidence of this.

My question to Hik haters is simple (salesmen NOT engineers please). What equipment would you propose on an open manufacturer tender that stated this information?

The reason I exclude engineers is this is the situation salesman find themselves in everyday and yet still have deliver sales and growth to a company. Your conscience doesn't form part of the companies route to market I'm afraid and citing IPVM and the US Gov isn't going to cut the mustard with a procurement department against a solution that exceeds the specification requirements and comes in most competitively.

The tender BTW is for a small 23 camera IP system with a budget of <£50k. Nothing says to use or avoid Hikvision - so its a simple flat playing field.

Short answer: no bid.

Long answer:

I am disappointed that companies still have to survive on business like this.

Responding to any kind of multi-party bid process is something I actively avoid.  There is better business out there.  I have worked at companies that bid everything just to acquire a small percentage out of luck or lack of interested parties submitting a bid.  There is a cost to our time.  Our time is better spent pursuing work that would be sole sourced, solution based, and evaluated by the client based upon both past performance, features, and overall value (not just price). Personally, I refuse to be commoditized by bids.

In my case, I would pass on this simply based upon the wide open scope and the ensuing feeding frenzy that will ensue.  I would rather spend 40 hours pursuing high margin work and lose than spend 40 hours being the lowest cost person in a room of 10.  The 0% quality evaluation phrase is a dead stop for me.
