In the past, I've seen PoE/Fiber like Berk-Tek OneReach used. It essentially uses a siamese type copper pair slung under fiber to go a max of 1.17km.
Solar and wireless. By the time you trench for a buried cable solution you probably could have paid for solar and wireless many times over.
That's a good point. In many regions, trenching and conduit (if not existing) can be more expensive than a panel and battery set for sure. Maybe the OP can describe the location better to help look at possible options.

How do these IPC receive Power ? Are Solar installed @ each IPC ?
Typically city surveillance projects gain power from the street light pole for which the equipment is mounted on. As for data this can be a mix of wireless and fiber/copper mediums.
Some questions to ask yourself for this application:
1. Is wireless possible? Line of sight or non line of sight?
2. Based off of question #1 it would dictate the use of wireless or instead go with a fiber connection for that distance.
3. For reliability sake, There probably is no way to avoid providing power at the camera location for the distance you need.
To me it would really all depend on the type of data transmission to use. If wireless is not possible then trenching is inevitable. Either way you still need solar in my opinion or provide high voltage power for the entire distance if trenching
Typically camera power is supplied via transformed light or other pole/utility power.
