There's an oft-cited scene from the Wolf of Wall Street where Matthew McConaughey's character explains the "name of the game" for stockbrokers:
Hikvision has now spent some $20 million or more on USA lobbyists, see our coverage e.g., 1 Hikvision lobbying spending and 2 Hikvision Congressional Contacts. The best we can tell is that this money is almost completely wasted. The tactics used are arguably worse than worthless, in that they may be doing more to antagonize and harden opposition to Hikvision in DC.
And I do not know Hikvision lobbyists nor am I an expert in lobbying but it sure feels to me that Hikvision lobbyists could be akin to McConaughey's character in Wolf of Wall Street.
Cynically, one could say Hikvision's tens of millions spent on lobbyists is good for the US economy, or at least for the US lobbyists but I feel bad (somewhat) for Jeffrey He and Hikvision that they are burning so much money to get so little.
