In the simplest terms, key control ensures each mechanical key is given to only a specific person and that no unauthorized copies are used/carried/etc. This concept is covered in Key Control For Access Control Tutorial. Not doing it can lead to major security problems.
Keys are often numbered/serialized in these systems, and that number is associated with a specific person:
********** ****** ***** ** ** ****** to ****** ** ********** ** **** and ****** *** *********** (****) ** the ****** ********** ******, *** ** is ***** ****** *** **** ** spreadsheets *** ********** **** ****.
