Would Allow An Employee To Be A Qualifier For The License Of A Competitor?

I have a moral /business dilemma. I have an employee that I hired to act as my qualifier to allow my company to be licensed for fire and burglar in New Jersey. I paid him more then I normally would have for somone with his experience, but willingly paid it as it allowed my company to be licensed.
