Will Russia Or China Be The 2019 Cyber Security Threat Winner?

Are Chinese or Russian software programmers a greater cyber security threat?  While China clearly gets the most media attention, due to their economic entanglement with the US economy, Russia deserves an equal amount of attention (let's leave politics out of this thread).  In June of 2017 the world's largest shipping line, A.P. Møller-Maersk, was hacked by Russians leaving 800 vessels dead in the water.  In June of 2018 400 Australian companies experienced cyber attacks from Russia.  Do you know what country develops the VMS, DVR, or camera code and do you care?

I consider them in two different categories.  The Russian threat is usually malicious groups/individuals purposely hacking into assets for a purpose.  The Chinese threat seems, in my opinion, to be more of a lack of security on the products that they create which makes it easier for them to be exploited by those in the first category.

Limited Russian product penetration into the US market explains your point.  China has 1,000,000:1 advantage over Russian made products in the US.
