My guess is it scanning for the keyfob to the car.
He is scanning the valid key, laid somewhere in the house, and sending the code once read to the vehicle.
You can buy a bare-bones kit for $300 online, and if you're good with SDRs, you can tweak it to read a handful of vehicle types.

Car manufacturers should have an internal "Lock" button that would/could lock the car after it senses door opening then closing? Or simply a delayed lock similar to "Away" function of IDS panels

These devices don't look for a keyfob, the keyfob finds them. :-)
They receive the signal from the car when the button is pushed on the door at which time the car is looking for the keyfob. This device acts as a repeater and rebroadcasts the signal from the car. When the keyfob receives that signal, it the sends it's own signal back to the repeater which rebroadcasts it to the car opening the door and allowing the car to be started.
