VSaaS - Is There A Definition That Everyone Understands?

I am regularly talking to manufacturers and clients about VSaas (UK & Emea) & its clear there is no common understanding of what it actually is.

There seems to be 2 schools of thought - if the storage is in the cloud and you access it in the cloud OR storage is on site as per the previous norm & access to the operation and features of the system is possible through the cloud to the extent you can do 90% of everything you can do on site.
