Surveillance Footage Aids Police in Florida School Shooting

 

I found it interesting that there is a 20min delay in viewing the video: 

The footage, however, was not as helpful in real-time as they had hoped it would be, as the surveillance system played on a 20-minute delay. Officers, FBI and SWAT team members were operating blind as they moved into the school, escorting students out and helping those who were wounded.

Why would there be such a long delay?  Do they mean there weren't real time video feeds available, or that the recordings took so long to index and then search for and play back that there was a 20 minute delay?

Seems like this would be the exact use case scenario to make sure a VMS can quickly address, otherwise it is no better than a VCR.  Situational awareness holds no value if the data is 20 minutes old.  

There are several new systems on the market that integrate sensors and cameras meant to depict in real time the position and tracking of a "bad guy". Some of the sensors are things like gunshot sensors, audio feeds, and other analytics.  Is there anyone on this board that has experience with these systems and/or has proposed integrating them with a classical style security system?

Update from the Sentinel:

The Broward County Public Schools issued a statement Thursday saying the “surveillance system definitely has the ability to view the cameras in real time. It also has the ability to view the recorded footage and replay footage from earlier in the day.”

Pustizzi explained that officers who went in the school building wanted “as much intelligence as possible.”

Representatives from the Broward Sheriff’s Office, Coral Springs police and school security were reviewing images from security cameras in a room near the principal’s office in the main building — some distance across campus from the so-called “1200 building,” where the attack occurred, the chief said.

“The officers that are in the school trying to find him were given inaccurate information unintentionally,” the chief said, calling the problem “just miscommunication.”

They given inaccurate information unintentionally?  Seems like a pretty big oops.  This is the one scenario a surveillance system could have been of benefit and someone (security guard) is saying “oh the video is always 20 minutes out of date”?

It is late so I hope I am reading that wrong.
