Sending License Plates To Law Enforcement

In our area we have a company called Flock that provides a LPR camera, and they seem to be able to send plates to local law enforcement. Considering they are charging $1500/year, provide the hardware, cellular path, cloud log in, etc, it seems like a good deal.  They seem to be able to work with most law enforcement agencies as well, so I think they are working with multiple systems on the law enforcement side.
