QA Camera For Reading Packing List

I have a customer that is trying to Read a Packing List - at a QA desk - Basically the desk is 4.5 foot wide and about 3' deep - they would open a package and Unload the packing slit and verify its contents while showing the camera each piece as it is removed and checked off of the packing slip. The packing slip is a standard type written packing slip with 10 or 12 point print.

How many Pixels per inch do you need to read this packing slip. I have tried a 12mp fisheye located 6' above the desk and can only read the larger and bold print - I have also tried a 2mp dome zoomed into 12mm located 6' above the desk a little better but cannot see the full 4.5' desk.
