In November 2022, the UK government banned procurement of companies subject to the PRC National Intelligence Law, including Dahua and Hikvision, as we covered then: Bans Roll Across Scotland And UK Against Dahua and Hikvision

The government never said local councils/authorities - which make their own procurement decisions - were covered. This was further clarified in the definition of "sensitive sites" published in September 2023 and explicitly confirmed a month later by Cabinet Minister Baroness Neville-Rolfe.
