Why Do US Companies Sell Non-Ul Listed Door Hardware?

Serious question. Why do US companies sell electronic locking hardware that is not UL listed? There are wheelbarrow loads of it. If I ever tried to install it there would be at least a dozen AHJ's standing at my door the next morning. Someone explain it to me. Who is buying it and who is installing it?
