Multi Channel Decoder With Multiple BNC Outputs?

I am bidding a project that will be adding IP cameras to an existing analog install.  They want to use decoders to pull the IP video into an analog matrix for display in a control room, and the project specifications list Bosch VJD-3000 decoders.  My problem is the project drawings say use five 4 channel decoders, but the Bosch unit specified is a single channel.  I have been looking for a couple days now, and cannot find a unit that can decode 4 IP cameras and send out the video through 4 separate BNC connectors. 

 

A decoder that can send 4 cameras out through a single BNC wont work, because we need to be able to call up each camera individually.  This is a retrofit and I have no idea where I would stick 20 of these decoders. 

 

Unfortunately this is a public works project, and the deadline for questions passed before I caught this.  Anyone have any ideas for decoding these video streams that would save on either cost or space?

The specs say that it can decode 4 SD streams into quad mode.  :-)
If you give a quote based on the specs, there's no reason that you shouldn't get paid, then they can pay you more in the end to do it the right way and install 15 more decoders.  Or upgrade all the analog cameras.

I was involved in one public works project once.  I was the guy that came in after to make things right.  Still making things right even after two years...

Yeah, I am sure whomever wrote the spec saw the quad mode and didnt understand that the quad is not 4 separate channels that can be called independently.  This is in a jail, so I know what they need to do. They want to be able to call up cameras individually when an intercom button is pressed, and they want to do it with an existing analog matrix.

 

I took another look at the cut sheet for the VJD-3000, and it has 4 x alarm inputs.  I am betting I can wire the PLC to the input, and use that to switch the video stream.  I dont know if I want to plan on doing that, because I hate having to make that kind of thing work with someone else's HMI/PLC just because of the finger pointing when something breaks...

That's why I hesitate to do PW projects.  We can talk about how to accomplish what needs to be done, but bottom line, whatever is on the plan, is what you need to do, or at least bid on.  You can try to go through the process of getting the specs changed prior to doing the work, if you get the contract, but I wouldn't plan for that.  :-(  If fingers get pointed, bend them towards the plan.  And the fact that you tried to do it properly.

Hik makes an 8 ch model that has 8 ch available thru dvi, but 4 ch bnc (thru breakout).

I saw that, but I just can't recommend HikVision to gov owners, too many potential issues with the federal ban and local jurisdictions already starting to follow suit. 

Since this is going in a jail I don't think there is any chance the owner would accept HikVision anyway.

Also, this model from Hanwha supports 3 independent outputs, although they are of three different connection types, HDMI, VGA, and BNC, as shown below.
