Intersection Red Light Enforcement VMS With And Without Traffic System Interfacing

Hi Hive mind, I have a project with 16 multiple lane intersections. The clinet is requesting a camera solution with 2 functions - the first function is just a basic observation, all approaching lanes - easy enough, but the second function is a bit tricky - they would like the camera system to provide red light enforcement data in the following way: camera facing oncoming lane has a line-cross event function, and an opposing camera provides the information if that applicable light was red or not to that oncoming vehicle at that time. In concept by today's analytics, this does not seem too hard to do, but I cannot find any VMS that will actually do this. Note in this scenario there is no electronic integration with the traffic signalling system, I am also open to recommendations of a more standard solution that is integrated at the intersection with the signalling hardware.
