Hikvision has released a "thermal presence detector" via their Hikmicro brand, the HM-TD1017-1/QW-HS111. It's a hockey-puck-sized device that contains a low-resolution 160x120 thermal sensor and claims analytics for presence and number of people detection, along with a relay for alarm notification, e.g., lighting a light, sounding a siren, or locking a door.

UK Hikvision distributor DVS is featuring it on LinkedIn today, though it looks like it has been available for at least a few months in other regions. From what I can find, it looks like it's around ~$500 USD.
