Hikvision DVR Bit Rate

Hi, I have a 32 channel Hikvision DVR on one site. I can't set all cameras to 4k resolution on H265 at 25fps because it can't handle it and it seems to pick a random camera and compress the data rate down to about 250kbps. So I've had to go round and lower the bit rate on each camera until it stops randomly compressing pictures and turning them all blocky on a randomly chosen camera, when extra movement is seen on some other cameras. Sometimes it, sadly, chooses the camera where movement is taking place to compress it! (The worst choice possible).

Does anyone know where a total throughput bitrate is published for DVR's - I've seen this for NVR's of course, but not for DVR's. Before specifying a model for an old coax installation I'd like to know what the true capability will be, or at least a good guess.
