In January 2024, Flock published a study regarding their ALPRs, “Flock Safety Technologies in Law Enforcement: An Initial Evaluation of Effectiveness in Aiding Police in Real-World Crime Clearance.” The study lists 2 authors, both Flock employees, and acknowledges “this white paper was created with the consultation of Johnny Nhan, Ph.D. (Texas Christian University) and Richard C. Helfers, Ph.D. (University of Texas at Tyler).”

The study has been criticized by other academics in interviews with Forbes and 404 Media, for its failure to meet rigorous academic standards and for being nothing more than a marketing scheme.
