Fix This Gate Access Problem: Need Security But Free Egress

Here's the gate in question:

The issue is the lock requires a card scan to unlock the lever. The AHJ wants an Exit Device to replace it, so that simply crashing into the gate unlatches it.

However, if an exit bar is installed, someone can just wrap a rope or ziptie around it from the outside to force it unlocked.

What would you recommend? Is there a method here that allows free egress and protects against outside tampering?
