Recommendations For "Enclosure" Or Freight Elevator Access Control

I run across some strange requests, and this is another one. I have a customer that wants to put an access controlled "box" OVER some elevator buttons so someone with a card has to open the box to push the elevator buttons.

Normally, we'd just do "hall call" access control, but the elevator company said based on the elevator age, old wiring structure (freight elevator with weird multi-button configurations), and laziness, absolutely not.
