Does IBC/NFPA Require The 2nd Relay Of REX Motion Sensor To Result In Direct Interruption Of Power?

Does IBC 1010.2.12 or NFPA 101 38.2.2.2.7 or 7.2.1.6.2 require the 2nd relay of the REX Motion Sensor to result in direct interruption of power to the electromagnetic lock? Is it plausible that "The electric locks shall be arranged to unlock by loss of power to the sensor" can be interpreted by AHJ as a requirement for the sensor to directly interrupt power to the lock in addition to having a manual device that is already resulting in direct interruption of power to the EML? I want to see if anyone here can speak with authority on the interpretation of the above-specified code sections.
