I would guess a custom thing built for the client, with the camera installed inside on site? But that's just me.
While clean looking and a great idea on paper initially, I'm not sure would be good idea if it also needs to serve as a bollard. A bollard is supposed to protect against vehicle hits, so in other words it's almost a hit magnet. I can see a customer now "so should we also put in a bollard to protect the ScanBollard?"
I'd only be comfortable with it not getting damaged if it was somewhere that didn't require a bollard. But then now it's down low where it's easier to tamper with.

Places that don’t require bollards are often places that don’t require LPR.
