Cat6 - Cameras Power Up, But No Data

Got an odd one I haven't seen before, and would appreciate anyone's insights please!

LV sub ran shielded cat6 (maybe 200'), tipped with shielded tips, cable passes continuity test. Camera powers up, but no data. Wattage on the switch looks good for this particular model Axis P3245-VE. Take the camera back to the switch and plug in via short cat5 patch cable and camera works as...
