Can A VMS Like Axxonsoft's Be Used To "Spy" On People?

I just read an article about San Francisco's SafeCity cameras.

I'm admittedly a complete noob to video surveillance and security, but I do have a firm understanding of software, networking, and security. The article hints that we should be worried that Russians have such a strong presence in the industry?
