Camera Setting Recommendation For High Traffic Areas

We have tried Synology Surveillance Station and Milestones XProtect and the viewing area is a high traffic work yard (forklifts, trucks, etc..) and what is happening is that the camera view from the vms there will sometimes be a hitch where for instance a forklift is moving and will stutter and show artifacting. When looking at the direct feed from the camera web page there is no stutter. I have tried messing with the fps, resolution, etc.. and the only way is to get the resolution below 1200x900 which defeats the purpose of having an 8MP camera. All cameras are direct hard wired on a gig network and have around 25 cameras at the site.
