Do In-House Technicians Require Licenses?

Hi All, I found a great article from 2017 regarding requirement installation licenses in the USA. It is clear all integrator's technicians and their employers are required to be licensed. 

But, Are private companies uphold to comply to the same regulations, specially if they hire in-house workers that have the technical and background knowledge to do the installation and configuration of access, alarms and CCTV equipment?
