Yes, it is possible and even common depending on the system.
Bosch and DMP often includes card readers in their keypad and this feature is straightforward to configure. But not all systems support card reads in lieu of codes out-of-the-box.

There is a large number of systems that can arm/disarm using card swipes.
The deepest options would be in models where the alarm/access control are unified in a single panel versus having a separate alarm and access control interfaced or integrated via software.
If all you want to do is to arm/disarm with no deeper considerations then there are a lot of options
Doable. Have security system to take alarm out from Access control panel. Install 2 readers ( indoor and outdoor). Program a special card to auto arm the system from inside when exit, and disarm via swipe outside
Very possible. We use both Keyscan and Kantech access systems that have integrations to Arm/Disarm intrusion alarms. (DSC mostly for us) Can require presenting the badge 2 or 3 times to the reader to trigger the arm/disarm. (Present 3 fucntion)
Would need to address how a resident is to handle leaving when someone else is in there so they do not inadvertently auto arm the system when they badge out.

Like others said it depends on the system. An integrated access/intrusion panel will give you the most options. Some I have seen can arm/disarm depending on how many times you swipe your card. 2 times to disarm and 3 times to arm.
If your reader can send an email then it can be made possible. Just depends on the equipment being used.
The technology exists but I think it will be hard to enforce arming when leaving. If it is a large apartment community will individuals care enough to arm it? This may depend more on the community such as mostly rental units vs owner-occupied condominiums.

Program an input on the IDS with a "key-switch" zone type. Run a single pair cable from an IDS input to a NO/NC output relay on the card reader system.
Every IDS I've used has a key-switch arm/disarm function.
Key-switch arming was the defacto bank arming system for the last hundred years until more advanced systems came about.
If you can make the reader (or any system) latch a relay, whether from an existing AACS or a cheapo stand-alone system you buy on ebay, you can make it work.
