2 Mechanical Exit Devices (1 For Emergency) For A Fail-Safe Lock

I've seen at some installations 2 mechanical exit devices at doors with EM locks. One push-to-exit button to be used as a primary device for unlocking the door (RTE motion sensor is not used at this particular door to avoid doors being unlocked by those walking by), and an emergency glass break and/or pull station/push button. Being that IBC/NFPA requires that the manual unlocking/release device interrupts power for no less than 30 seconds, by code, is it allowable to have the first device - push-to-exit button set to unlock the door for less than 30 seconds? I suppose I'm also looking at the wrong section of IBC (1010.2.12) and NFPA (38.2.2.2.7 and 7.2.1.6.2), but I would think the minimum of 30 seconds would still apply for a door without a sensor release.
