Zhengzhou, Henan $46 Million USD Hikvision Direct Deal

Hikvision won a ~$46 million USD direct deal for Zhengzhou, Henan on Sep 28, 2020.

The deal was separated into Packages A, B, and C. Hikvision won only package A and two local companies won B ($227K USD) and C ($153K USD). B is for "supervising" the project and C is a security service (checking to make sure things are secure, helping to troubleshoot, etc.). However, Hikvision is responsible for actually integrating the system and putting the cameras into place/pulling wires. On Hikvision's procurement list (linked as "1" below), Hikvision listed "hardware system integration" as an item on page 28 for ~876K USD.
