New Jersey Delayed Egress Rules?

I was talking to a customer. He says that a different LV company says that New Jersey does not require delay egress in nursing homes. As far as I know the fire code states we do. I do know that sometimes in a high-risk environment you can get a waiver. But not a blanket rule that they dont require it. Does anyone know about this?
