Security / Access Control / CCTV For 3 Small Buildings - Recommendations?

We are looking at upgrading a small Fire department station with Access, CCTV, & possibly security.  The current systems(10-15 years old) are DSC for security/access control and Luxon cameras/NVR.  There are two remote stations managed by this department with minimum DSL connections.  Everything is pretty much working, but they are very interested in upgrading to a more easily managed system.  It sounds Main station currently has 6 doors & 8 cameras.  Remote stations each have a single door and 2 cameras.  We have limited experience with several access control systems (Honeywell, Kantech, & Axis), but do not do it often enough that I could say we are really tight with any of them.  We really like DW Spectrum for the VMS.  It sounds like their main complaint with the current system is the management of the access control because they have to connect to all 3 sites individually to manage or make changes.  Just looking for suggestions.

You could go with the Axis A1001 controllers and the Axis Entry Manager which allows up to 33 controllers. You could also tie in Axis cameras with that as well.

I'd look into ICT or RS2 who both list integration with Network Optix, Spectrem's OEM.
