License Plate Reading And Recognition/ Identification Drivers

For a gated community we are looking for a setup of which at the 4 intersections all cars are being recorded. beside license plates (front and back) they also would like too see who is sitting behind the wheel. also at night. Any one experience with this with tips and tricks. or a supplier which has these type of set-ups available. 

I am thinking about minimal 2 maximal 4 camera set-up. 1 or 2 camera's for the license plate, and the others for the drivers. the last on we are thinking about using so kind of a set-up in which a flash is being used for taking pictures of the drivers. this activated by a motion sensor.

all ideas are welcome.

It will be a little hard to do all that you want to do with just 4 cameras, for a minimum cost.  Most systems can observe the plate under any conditions, but if you want driver ID you will need a second camera.  Digital Watchdog makes a very good system and can use IP or Analog cameras (there own of course).  I am sure there are others.

Plate Smart can meet your expectations with fewer cameras, but at a significantly higher cost.  They have cameras they integrate with; they don't make their own.

It will be a challenge to get enough light through the windshield to get driver identification. You are likely going to need to blast IR through the windshield in hopes that it gives you enough illumination for an IR sensitive camera to see through the glass. This is also hoping that it doesn't reflect straight back to the camera. You will likely need to aim the IR illuminators from the same height, but off to the sides of the camera to keep reflections from coming straight back to the camera as much as possible.

Further complicating the use of IR to look through a windscreen is the fact that car windscreens come in many different angles from near straight in SUV's to steep angles for sportier vehicles. It's going to be hard to cover all these different angles (pun intended) in your project with a hand full of cameras. We've done a project using AVIGILON Pro cameras on a well lit junction which works most of the time to catch a registration as well as the driver with teh same camera but these are expensive cameras and still no 100% capture guaranteed.
