Does Your Company Rely On Your "Bench" For Hiring, Or Other Means Job Boards / Recruiters, Others, Why?

I spoke with a rather sizable (but undisclosed) manufacturer who told me they are looking to expand their NA sales / Bus Dev teams. However, when I went to see if they have any live job postings on any common sites, i.e., LinkedIn, I saw very few results, and I was pretty surprised.

When I brought this up, they told me they very rarely post jobs / rely mostly on the "bench" / connections they have within the industry to fill roles. Does your company largely depend on your "bench" what if any, benefits do you see with this? Also, downsides?
