Its a red herring. Politics. Waivers are there and used because you can't get those items being waived in the USA. That won't be changing anytime soon. Moving the 50% requirement higher and other restrictions will just increase the required waivers.

I became a fan after meeting Joe before he was VP and talking to him one-on-one for a while. We mostly talked about growing up blue collar with Irish immigrant parents.
The one thing that I completely disagree with is...It's been many many years since Joe's had as much hair as is being shown in the sketch for this article!

Hopefully, companies such as Motorola will give us other US manufactured products other than proprietary products such as Avigilon that are available to other dealers that do not qualify to sell lines such as Avigilon.
This goes for other manufacturers as well. Would love to offer a US made product, but our volume does not allow us to qualify to sell one.

There’s already enough confusion between “Buy America” and “Made in America” with percentages of value. Time to define “Assembled in America”?
I worked on a bid for an airport and the requirement was “Buy America” with Sony as a certified provider.
Plenty of comments in IPVM about the confusion.

I read a few postings, initially put-off by the perennial comments about the election and Biden, adding to the same type about Benghazi and Clinton and after the yellow cake and the Iraqi WMS, I would still like to hear from fellow integrators importing electronic components & devices from China.
The 25% duty on our imports from China should be cancelled immediately, allowing the similar counter duty that our Chinese customers get on their imports from the USA, and will return free trade to the land of the free.
Of course if that happens, we will not be able to continue supporting our farmers with the tax revenue as we have be subject to since September 2018, but I am sure that freedom of trade will allow them to take care of their own business as before...

The reason for the COTS exception I believe is that virtually no electronic products, including those in the physical security space, can have a qualified tag Made in USA because most of the components come from the rest of the world. Even the mentioned above US-based Avigilon and other camera makers may struggle to put a Made in USA label since most CMOS imagers are made in Asia (even for US brands like OmniVision and On Semiconductor), PCB boards are almost exclusively from China, lenses are likely Chinese (little production in the USA at present), night LEDs are all Japanese or Chinese, resistors and capacitors - even Digi-Key/ Mouser distributors don't know where they are shipped from, etc.
To truly promote US manufacturing and to ensure domestic supply chain integrity, it would be much more meaningful to replace Made in USA requirement with Designed and Assembled in the USA.
