Adds Rules Based Alerting

For its 2.0 release, BRS Labs has added rules based alerting. This rectifies a limitation in the 1.0 version where common events where not alerted upon because the system did not find them to be abnormal.

The example provided in the announcement is for a law enforcement stake-out that wants to know about abnormal events but additionally needs to know anytime a vehicle pulls up in front of the house.

Essentially, this tool will help rectify false negatives - missing events of interest to the operator. It requires additional configuration and observing that valid events were being missed.
