Good timing for this report.  I can think of lots of uses for the RFID tracking besides cannabis.

There is a statement that is wrong in this report:

"Canadian growing facilities need to retain 1 year of video (lowered from 2 years)"

Currently, video retention in Canada for growers is still 2 years.

Since June 6 2013 (and updated in 2014), there have been regulations surrounding the physical and electronic protection of medical marijuana growing facilities. The "Marihuana for Medical Purposes Regulations P.C. 2013-645 June 6, 2013" has been (and still is) the law for integrators and manufacturers who wish to operate in this vertical market.

There is a working paper (consultation paper only) that was published in November 2017 called "PROPOSED APPROACH TO THE REGULATION OF CANNABIS" which proposes changing the current 2 years of retention to 1 year but this consultation paper has not become law (and there is speculation that it never will). 

On January 25th 2018, the Canadian government (Health Canada) issued a statement changing the rules for the physical protection of Cannabis producers called "Physical Security Requirements for Producers of Cannabis for Medical Purposes". In this statement, drastic changes were made to the way physical security protection is used in a medical marijuana production facility (they removed the need to have cameras observing the "unfinished" product in all phases of production; they removed the need for very expensive vaults, replacing these with storage rooms for finished products).

Until a new law comes into effect (July 2018? Later?), it is not clear if the working paper's proposals will come into effect or not. A producer who asks for a Health Canada permit today MUST conform to the current regulations. If they decide to take a chance and only include 1 years' worth of storage and the regulation does NOT change to 1 year next summer, then they will be obliged to add storage to meet the 2-year regulation.

The latest rumors that I have heard is that the January 25th amendment statement would be the rule at least until recreational marijuana becomes legal in Canada (sometime after July 1st, possibly as late as fall 2018). After that, it’s hard to say exactly what going to happen. The January 25th changes came as a surprise to most (even the growers were surprised) and they drastically reduced the costs of equipping a Licensed Producer with the equipment required to pass Health Canada’s inspections.

On another point- there are interpretations of the current regulations that disqualify the less expensive recording platforms you mention above.

A common interpretation of the current regulations says that all recording platforms must be equipped with a « failover » operation to ensure that recording never stops, no matter what happens.

I witnessed an inspection where the Health Canada inspector failed one of the products you list above simply by pulling the power plug of the recorder and then asking the integrator « show me the recorded video now ». The integrator switched out the whole recording platform at his expense, putting in an enterprise-class VMS platform that has Failover (when the recorder goes down for whatever reason, all recording is instantly transferred onto another recorder that was at rest).

It is also essential (this is also an interpretation of the requirement to have 2 years of EVERYTHING recorded, no matter what happens) on the local recording machine to have a redundancy strategy for the recorded video (at a minimum RAID5).

In addition, the VMS must be able to record constantly at a lower frame rate (some interpret 1 fps constantly, others interpret 5 fps constantly) but increase recording speed when there is movement (typically 15 fps but some ask for 30 fps).

Some of Health Canada's requirements force the Licensed Producers towards more sophisticated recording platforms.

I think there is also a lot of potential for the use of video surveillance beyond security. A camera with built in humidity or temperature sensors can also deliver operating value in monitoring the greenhouse.

As for Dahua NVR, we have also 16 HDD models from this ULTRA 600 series, or if you want to stick to 8HDD you can take NVR5864-4KS2 - 64 cameras, 80TB, RAID support, and you can add additional iSCSI or eSATA disk arrays.
