Smart codec usage has surged in 2017, new IPVM statistics show.

Smart codecs are less than three years old, starting in 2015 with Axis. Now, smart codecs are widely offered by various manufacturers, for both H.264 and H.265, delivering 30 - 90% reductions in bandwidth compared to non-'smart' conventional codecs.

In this note, we examine the surging adoption of smart codecs, and share integrator's feedback on their smart codec usage.

I'm a bit confused. Has H. 265 worked out their kinks as of yet. The beginning of the article sounded as though they had, and yet in the end, how many still are refusing to go to it.

Support of the H.265 codecs are pretty limited in the VMS world since there is no ONVIF support yet.  In the NVR, brand-locked world it is supported.  Even then new hardware is required.  For example if you purchase any of the new Panasonic NVRs released late last year along with any of the new cameras H.265 AND smart codecs are supported.  However if you attempt to hook a Dahua camera into the Panasonic NVR it is unlikely to be supported.

Yes, Dahua is being OEMed by Panasonic in limited models... I have not used them.

Yes Smart Codec, the way to go
