Youtube Adds Disclaimers About Government Funding

There is a current Kickstarter campaign for a 1-year battery powered camera (Evercam) which has raised $1+ million (we are doing research for a possible post). The campaign says the company is from Seattle and as I was looking for information on the company's (China) background, the following YouTube video displayed this disclaimer for the channel / broadcaster:

Earlier this year, YouTube implemented a policy of adding notices about videos that are funded by governments (Russia, America, China, etc.):

Our goal is to equip users with additional information to help them better understand the sources of news content that they choose to watch on YouTube.

What do you think? Does adding a disclaimer to companies funded (or controlled) by governments make sense?

Youtube has done some bone head things in the past few months, like banning constitutionally protected free speech, but I can get behind this one.

This seems obvious and harmless.  I wonder who determines the authenticity?

Determines authenticity of what? That the organization has government funding / backing? Generally, at least for big organizations, that is fairly well established.

If I am a US small business, reselling OEM branded Chinese product, do I self report (like the guys putting HIK on the GSA) or does YouTube do an extensive background on every promotional video?

Obviously there are a few examples behind this thought process.
