Would A Foreman Who Oversees All The Wiring Crews Fall Under The Executive Exemption For Overtime?

Would a foreman who oversees all the wiring crews fall under the Executive Exemption for overtime? I found this guide here

He has 8 employees that report to him

His salary is more than the minimum - the one issue is that he is hourly not salary. But getting $40 per hour

He is overall responsible for the wiring department of our company.

And while he doesn't directly hire or fire, he interviews all new employees and gives his recommendation if they should be hired of fired and no one will be hired or fired without his OK.

So from that guide, it looks like he would be exempt. Besides maybe the hourly pay issue Does anyone have any experience with this?
