Dragnet surveillance that leaves your data completely unsecured with no consenquences for the law enforcement agencies that allows any hacker, identity theif, or supervillian to track your comings and goings.

Some might say it is more troubling for LE to have unregulated access to the databases created by the dragnet surveillance - and the abilities this gives them (again unregulated) to map out the movements of specific people.

Hackers might get access to the plate data from the unsecured cameras, but their use of that data is limited compared to what LE can do with it.
