What's The Most Secure Way To Remotely View Cameras?

I have a small client with very large security needs. They are looking for the most secure way to remotely view the cameras at their location. I'm considering a couple of Axis domes configured for local access, they would access remotely by using a Cisco VPN. Is there another more secure brand/method? Would something like Meraki offer better security?
