What Does Tech Base Pay Start At?

Was speaking with someone who said, "I’ve heard that base pay for techs start out at around $27, but I haven’t really done a survey or anything," noting that "everybody I talk to asks me about technicians".

What do you think? Is that low? high? Are technicians in short supply?
