I think its for signal traffic light changover. not for security i think.

I could be wrong, but I do not think that is a camera. (Maybe it's the MEGABALL3 test site...)

My guess: I think a wireless utility is doing some field survey work, and is using a spherical dipole antenna like this:

For traffic control, FLIR bought a specilized company. And add their techonology in this field.

 

The world’s first integrated thermal traffic sensor

ThermiCam is an integrated thermal camera and detector for vehicle and bike presence detection and counting at signalized intersections. ThermiCam detects vehicles and bicycles at and nearby  the stop bar. The intelligent ThermiCam sensor will transmit its detection information over contact closures or over IP to the traffic light controller and will thus allow a more dynamic control of traffic lights. This dynamic control will result in:

  • Reduced vehicle idling time
  • Improved traffic flow
  • Reduced vehicle emissions
  • Improved safety and mobility for bicyclists

Very strange street, yes. Here different street, but same object with frontal detail.

Camera, if notice, has red light on it. So red light camera?

But, also I to guess 'shotspotting' microphone, in case im right.

It's for pedestrian detection in sidewalks and crosswalks.

Thermal Traffic Sensor,

majer use for Intersection control, Vehicle and bicycle Counting & Inverse direction detection

princeple of work as does not need light to operate, but uses the thermal energy emitted from vehicles and bicyclists

it is from FLIR and must have a ITS platform.
