Good topic.  Here are a few options that we've covered on IPVM or that have recently been announced/ asked about:

There are many more, so comment below and we will add them to this list.

We will take this topic and make it its own future post 'Directory of Cloud Access Control Providers'.

Galaxy Control Systems

Certainly not promoting that Galaxy is anywhere near the top of this list having just released our Cloud offering at ISC West. We have developed new mobile apps and a web based GUI. We are offering a something unique, most offer Cloud hosted, some even add Cloud Managed and we do both of those but we have added one feature that will increase the RMR to the integrator which is Cloud Monitored. We have aligned with several UL and UL 2050 Central station operators allowing integrators to offer this extended and after hours service.

We like Brivo quite a bit. Developers love the RESTful APIs and also the level of redundancy. (platform resides on both East & West coast in AWS. And if AWS falls over, Brivo is also in Azure)

There are lots of up-and-comers in the form of Kisi / Isonas.

ACT365 looks pretty good - and competitvely priced too!

Also - has anyone come across this one - Infinias Cloud?
