VMS Vs NVR - Most Versatile NVR?

There are occasionally customer requests that specify usage of NVR for certain purposes, that not are always easily satisfied by a NVR.

Technically a NVR is often more limited and VMS offers more versatility, would there be any reasons from a technical point of view (not cost and maintenance) that a NVR could preferred to a VMS, or could a "NVR" requirement be interpreted in a loose sense that a VMS solution would apply?
