Viewing Drivers Face Thru Windshield ?

I know there are video systems in use by red light cameras and toll bridges, etc that produce a good image of a driver's face thru the windshield. I also realize that there are many inherent problems when video cameras "look" into windshields (reflections, tinting, etc) some of which are solved by polarizing filters and the use of strobes -- but there doesn't appear to be a lower-cost system that works as an out-of-the-box solution to the high-end automatic systems used by red light cameras, etc. A very useful system would integrate a license plate reading camera with a driver face image.

Anyone have any thoughts about this?
